That motorcycle is a 1960s EFS, one of many (over thirty) Portuguese makers that no longer exist (only AJP remains in business).
If I were you I'd make an offer for it (100� would do), give it a paint job, new battery, new tyres and enjoy it. Those bikes and those engines last forever.
As to the 150,000� building, the seller is nuts. A reasonable price would be around 50-70,000�. Old buildings look very nice but can be a real nightmare to put in shape (by 21st century standards and legislation) and a bad investment.
